Join the City of Saint Paul as our City Clerk, where you’ll provide strategic leadership and ensure transparency, accuracy, and accessibility in all legislative and public record functions. Acting as a connector between City Council, departments, and the Mayor’s Office, you’ll play a vital role in strengthening public trust and supporting efficient, responsive city governance.

Here’s what you can expect to do:

    • Act as a key liaison between the City Council, departments, and the Mayor’s Office.

    • Modernize legislative and administrative processes through evaluation, innovation, and technology.

    • Lead with precision under pressure during elections, Council sessions, and organizational change.

    • Ensure legal and legislative compliance by overseeing official records and adherence to state law and the City Charter.

    • Drive operational excellence and service by leading staff and delivering transparent, responsive support.

Position Requirements

 

A Bachelor's Degree in Public Administration, Law, Management, Political Science, Communications, or a related field, and at least six years of progressively responsible professional level experience in a municipal, county, state, or legislative environment. 

Must be or become a certified municipal clerk with the Municipal Clerks and Finance Officers' Association and International Institute of Municipal Clerks within 24 months of appointment.

Unclassified Posting: This is an UNCLASSIFIED position and is therefore not governed by City Civil Service Rules.
 
Selection Process: Applicants who meet the criteria and requirements stated on the job posting will be placed on a hiring list for consideration. Hiring Managers may interview/hire anyone from the list.

Pre-Employment Screening: This position requires a background check which may include criminal history, and employment history as a condition of employment. Candidates will be required to submit proof of education to Human Resources upon conditional job offer. 

Compensation and Benefits: We offer competitive pay and benefits, and generous leave programs. The salary range for this position is 95,555.20 - $141,024.00 with starting salary dependent on qualifications.

  • Pension - City contribution to MN Public Employee Retirement Association.
  • Vacation - Vacation time is accrued up to 29 days per year.
  • Other Leave - Employees receive 11 paid holidays and 6 personal leave days every year.
  • Deferred Compensation - $2,500 minimum employer match available (match may vary).
  • Medical Insurance - Single medical coverage fully paid for by employer; significant City contribution for family coverage.
  • Dental Insurance - Preventive dental coverage is provided. Optional dental is available at cost.
  • Short-Term and Long-Term Disability are provided.
  • Life Insurance - Saint Paul pays for 100% of premium cost for an amount of coverage equaling one and one-half times the employee's annual salary.
